Get a life! Stop wasting people's time clicking on your ads! Why would someone want to waste their time and your time applying for something that will not work out?!
If you're not a big company like Google, then don't require a cover letter! It's a waste of everyone's time. If you're just a newly established company, people are only applying for the salary, benefits and things your company have to offer! Do you really expect them to write a personal cover letter to each and every one of your companies that doesn't mean a thing to them? STOP wasting people's time and putting your company up more than it is!
At least let the candidate know that you're interested first by reviewing their resume before you go wasting their precious time!

- Really? Aren't you supposed to send your cover letter WITH the resume or CV? That's what I've always done. >.>
- I guess you could, but they look at job experience and education before they look at anything else; the cover letter is what comes after first round filtering. They (hiring managers) are most likely throwing out resumes with typographical errors, lack of education/experience, lack of cover letter, or some other reason and once that is done, they start reviewing objectives and cover letters. Cover letters tend to be decent in length so really, they aren't looking at it initially but it'll help after -- to be considered. Realistically speaking, sure, small companies are wasting peoples times but everything is there for their benefit to filter or reason-out a better candidate.
